Rare breaks 'jammed' in vintage bycicle

Hello. I bought an old push bike and the breaks didn't work properly. Pulled them apart and back together, good for a short ride - now jammed and not moving at all? Cannot find manual or book on this either. Who can help?Thanks Barb
